France’s President Emmanuel Macron said Thursday the time has not come for Europe to impose sanctions on Azerbaijan over its offensive to seize control of the rebel region of Nagorno-Karabakh.

Speaking at a European summit in Granada, Macron said he “deeply regretted” that President Ilham Aliyev had spurned a chance to attend the talks and meet his Armenian rival Prime Minister Nikol Pashinyan.
But European leaders should continue to discuss the crisis with Azerbaijan in order to “best protect” Armenia, rather than resorting quickly to economic measures, he added.
